GENERAL DESCRIPTION: Performs complex (journey- level) information systems auditing. Work involves conducting technical audits of statewide law enforcement agencies for compliance with the FBI CJIS Security Policy, interviewing law enforcement and government officials at agencies with connectivity to state and federal repositories, and preparing audit findings regarding the efficiency, accuracy, and security of financial and non-financial programs to ensure consistency in safeguarding CJIS data across agencies. May train others. Work is performed under general supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1.Provide general administrative support disseminating information internally and externally to the public, law enforcement and criminal justice communities.

2.Schedule and coordinate law enforcement and Criminal Justice agencies for CJIS Security Policy technical audits as mandated.

3.Interview senior law enforcement and government IT officials at agencies with connectivity to State and Federal repositories.

4.Participate in planning and scheduling technical audit trips and coordinate the technical audit visits with user agency managers to assure availability of resources for audit activities; plan and implement personal travel schedules and itineraries accordingly.

5.Prepare Security Review packages for each agency prior to trips to ensure that pre-audit data and necessary forms and information are readily available during audit performance at the user agency site.

6.Interview personnel at user agencies and inspect computer and network equipment of each agency to ascertain compliance; identify deficiencies at meetings with operational and policy requirements of the CJIS Security Policy for transmission, processing, and storage of CJIS data by criminal justice agencies.

7.Maintain current and up-to-date knowledge regarding all changes to the security policy and how it impacts audit requirements.

8.Prepare formal audit report of findings for each agency audited to identify compliance and deficiency factors and summarize results of each audit; track and receipt the compliance measures taken by audited agencies.

9.Participate in training agencies on the policies and operating procedures required for obtaining and maintaining access to criminal justice data and advise agency on the penalties for non-compliance.

10.Review the design of networks, system configuration, and physical security for compliance with the CJIS security policy, conduct post audits to agencies where modifications have been made.

11.Prepare articles for Crime Records Newsletter and assist with preparing periodic reports; determine requirements and obtain supplies, equipment and materials for auditing activities.

12.Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

13.Perform other duties as assigned.

Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education -Graduation from an accredited four-year college or university with a major in Computer Information Systems, Information Systems Technology, Management Information Systems, Computer Science, or related discipline.

Experience - Minimum of four (4) years' progressive work experience installing equipment and software packages providing technical support to computer network and personal computer operators.

Substitution Note:Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis for up to four years.

Licensure and/or Certification -If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Leadership Skills - Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness.Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and 02confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule - Availability for after-hour and weekend work is required.

State of Texas Benefits and Retirement Information:

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
